The Heinrich Böll Foundation is the Green political foundation. Every year, under the heading «promoting talent», the foundation support around 1650 students – from all academic backgrounds and types of higher educational institutions in Germany and abroad – who affirm the goals of the Green project. Each year, up to 250 new scholarship recipients join the programme.
The objective of our scholarships is to promote future leaders and experts who are prepared to take on social responsibility, are interested in politics, and work to pass on the basic political values of the Heinrich Böll Foundation: ecology and sustainability, democracy and human rights and self-determination and justice. The scholarship department is committed to the UN’s 2030 Agenda and the implementation of the 17 Sustainable Development Goals
The Heinrich Böll Foundation is part of the Green political movement that has developed worldwide as a response to the traditional politics of socialism, liberalism, and conservatism. Our main tenets are ecology and sustainability, democracy and human rights, self-determination and justice.

The Heinrich Böll Foundation supports young people through scholarship funding (generally including a maintenance grant, study and research grant, foreign study grant, mobility allowance, family allowance, and other categories).
In addition, we promote the scholarship recipients in their personal development, help them to gain cross-disciplinary qualifications and enhance their key competences, encourage political debate and attention to social issues, and nurture interdisciplinary dialogue. In particular, we support the scholarship recipients in taking their own initiatives and organising their own work, and give them a wide range of opportunities to participate in decision-making.
Graduate Students:
International students who have completed their first degree abroad can apply prior to starting a Master's degree program in Germany.
Priority is given to applicants from DAC countries who have not yet taken up residence in Germany at the time of their application.
PhD Students:
International PhD students who have completed their graduate degree abroad may apply for a PhD program in Germany.
